§ 158.011 STAIRWAY; RAILING.
   No steps or stairway leading into any building shall extend from the wall of such building onto any pavement or sidewalk more than two feet; nor shall any passage from any cellar extend more than two feet upon the pavement or sidewalk; and, in such case, the person making or causing to be made such passage shall erect a railing on the side of the same towards the street to prevent persons from falling into same.
