The following street graphics are prohibited everywhere in the city:
(A) Street graphics of the type commonly referred to as mobile or portable marquees;
(B) Graphics which contain or consist of banners, posters, pennants, ribbons, streamers, strings of light bulbs, spinners or similar devices;
(C) Graphics which are attached to any tree, fence or public utility pole, other than warning signs issued by public utilities;
(D) Graphics (includes the posts or other supports therefor) which advertise or identify an activity, business, product or service no longer conducted on the premises on which the graphic is located; and
(E) Sandwich boards.
(1) Sandwich boards shall be permitted use in commercial zoned districts* (*within the Special Services District Boundaries (CBD) a conditional use shall be required by the Street Graphics Review Board and City Council) when the following criteria are met:
(a) Shall not exceed a maximum of two feet by three feet (each side); one sandwich board per business shall be allowed for each frontage;
(b) Shall not block pedestrian movement on sidewalk;
(c) Shall be secured to be immobile during high winds;
(d) Shall be removed from sidewalk upon closing and placed within locked confines of establishment;
(e) Shall not include offensive or obscene text or graphics; and
(f) Shall advertise merchandise and/or services directly related to abutting establishment.
(2) Divisions (E)(1)(a) through (E)(1)(f) above shall be strictly enforced by the Building and Zoning Officials to the city.
