Each electrical contractor or electrical sign contractor licensed by the city shall meet each of the following requirements:
(A) Have and maintain an established street addressed place of business;
(B) Have and maintain a means to receive telephone calls at all times; and
(C) Have all service type vehicles engaged in the business visibly identified with the name of the business.
