No person shall carry on the business of auctioneer in the city without a license. In case such license is for the selling at an auction room or store, the license fee is $50 per year. Any person permanently engaged in the business of auctioneer and having such auction rooms may employ an auctioneer to sell for him or her at his or her rooms without taking out an additional license. This subchapter does not apply to public or auction sales made by any public officer by virtue of any judicial order or process, or by virtue of any power or authority contained in any chattel or other mortgage or any trust deed.
