No person shall be permitted to conduct a house or garage sale from his or her premises or participate in a garage or house sale conducted by another resident more than three during any calendar year. No more than three permits shall be issued to any person as a permit holder or permit participant during any calendar year for the purpose of conducting or participating in such house or garage sale.
