(A) Owners of commercial businesses and apartment buildings where dumpsters are used must provide adequate containers to hold refuse, rubbish and garbage. When not being filled, emptied or cleaned, dumpster lids must be kept tightly closed to prevent blowing trash and public health concerns such as rats and other vermin.
(B) Dumpsters are not to be placed on residential or commercial property for the purpose of unloading vehicles that are being used to haul trash and junk for a fee.
