No vehicle shall be operated or allowed to stand upon the streets listed in Ch. 75, Schd. VI, of this code of ordinances if the vehicle, together with the load thereon, weighs in excess of designated weight, except when and to the extent necessary for the receiving or delivery of goods and materials.
