(A) Any person, firm or corporation violating any provisions of this traffic code shall be fined not less than $10, nor more than $500, for each offense.

(B) Any person arrested for a violation of any provision of this traffic code shall be released upon proper bail being furnished as required by law.

(C) The fact that an automobile which is illegally operated or parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of such violation.
