§ 30.17 REGULAR MEETINGS.
   (A)   The regular stated meetings of the City Council shall be held in the Council chambers in the City Hall building, on the first and third Mondays in each month, at 7:00 p.m. In addition to the aforesaid regular stated meetings, the City Council shall meet on two additional dates for the express purpose of discussing and adopting the annual city budget and tax levy ordinances.
   (B)   The just stated two meetings shall be called according to law. When any of the aforesaid meeting dates fall upon a legal holiday, the meeting shall be held on the Tuesday following at the same hour and place. Whenever it is deemed necessary by a majority vote of the Council, the hour of a regularly scheduled meeting may be changed to a different hour on the same date. Adjourned meetings may be held at such times as may be determined by the City Council.
   (C)   The City Council may also be convened on two additional dates, for special meetings, with no additional compensation for Aldermen, upon the giving of proper notice in accordance to § 30.18 of this chapter.
