A holder shall file with the City Clerk, copies of contracts, agreements, arrangements, memoranda or other writings relating to the furnishing of taxicab service to any hotel, theater, hall, public resort, railway station or other place of public gathering, whether such arrangement is made with the holder or any firm with which the holder may be interested or connected. Failure to file such copies within seven days shall be sufficient cause for the revocation of a certificate of any offending holder or the cancellation of any cabstand and privileges.
