An accident arising from or occurring in connection with the operation of a taxicab which results in death or injury to any person, or damage to any vehicle or property in an amount exceeding the amount of $100, shall be reported within 24 hours from the time of occurrence to the Police Department on a form of report furnished by the Police Department.
