Notwithstanding the other provisions of this Chapter 719, a Vendor desiring to participate in a special event to sell, display or offer for sale any food, goods or merchandise within the corporate limits of the City of Bellefontaine shall submit an application for a special event license to the Service-Safety Director on an application form to be provided by the City. The license fee for special events shall be an amount on file in the office of Service-Safety Director. The Service-Safety Director shall act within ten (10) days of the filing of such application to either issue the requested license or to deny the license. “Special events” are those events identified as such by the Service-Safety Director, including the exact location of the event and time period during which the event shall take place. If there is a conflict between the terms of this Section 719.11 and any other provisions of Chapter 719, the terms of this Section 719.11 shall control. Otherwise, all other terms and conditions of Chapter 719 shall remain in full force and effect.
