A building permit shall be obtained from the City Engineer and/or City Service-Safety Director and/or his or her designated representative before proceeding with any construction, alteration, repair, moving or demolition of any residential dwelling or appurtenant structure. In addition, a building permit shall be obtained for all work performed in accordance with all activities where State approval of plans and specifications is involved. A separate permit shall be obtained for electrical, plumbing, heating and any other work regulated by this Building Code except as described in Section 1309.11.

An application for a permit, signed by the owner of the property or his authorized agent, shall be filed with the City Engineer and/or City Service-Safety Director and/or his or her designated representative on a form furnished by the City. Building permits shall only be issued to persons registered under the provisions of Chapter 1307.

(a) When required by the City Engineer and/or City Service-Safety Director and/or his or her designated representative, two copies of plans, with specifications either on drawings or as a separate document, shall accompany each application. Each application for a building permit for a new dwelling, or an alteration amounting to twenty-five percent (25%) or more of an existing building, shall be accompanied by two sets of plans and specifications. The plans shall include:
(1) A site plan, showing the location on the premises, drawn to scale;
(2) A foundation and/or basement plan, drawn to scale;
(3) A floor plan of each other level, drawn to scale; and
(4) Front, rear and side elevations, drawn to scale.
(b) The documents listed in subsection (a) hereof shall contain sufficient information to show that the proposed work will conform to the provisions of this Building Code and all other applicable laws, ordinances, rules and regulations. Each set of plans and descriptive information shall give the address of the work, the name and address of the owner and the name and address of the person who prepared them.
The City Engineer and/or City Service-Safety Director and/or his or her designated representative may waive the requirement for filing plans when the work involved is of a minor nature and/or the building plan is adequately described in the application.
