(a) Such a sign shall not be placed on a sidewalk or boulevard, nor shall any part of such a sign extend into or over any street, highway, alley, public walkway, sidewalk or boulevard.
(b) No such sign shall be fastened or stapled to a utility pole.
(c) Such a sign may be erected not earlier than forty-five days prior to the election being advertised and shall be removed within fifteen days following such election.
