(a) The minimum requirements for the construction of any street or highway or part thereof within the City, or allotment or addition thereto, or proposed addition or allotment, improved by the allotter, or upon any public right of way within the City, shall conform to the following:
(1) On those streets where a flexible-type pavement is adequate and conditions are normal, the following are required:
A. A six-inch stone base (Items 303 and 304 of the State of Ohio Department of Highways Construction and Material Specifications, the January, 1971 edition);
B. A two-inch surface course of asphaltic concrete (Item 404 of the State of Ohio Department of Highways Construction and Material Specifications, the January, 1971, edition);
C. Concrete curbs, or concrete curbs and gutters;
D. Catch basins and manholes to City standards.
(2) As an alternate to subparagraph (1) hereof the following are required:
A. A six-inch Portland cement concrete pavement, plain, with integral curbs (Item 452 of the State of Ohio Department of Highways Construction and Material Specifications, the January, 1971, edition);
B. Catch basins and manholes to City standards.
(3) On those streets where a rigid-type pavement is needed because of soft subsoil, muck and similar difficulties, the following are required:
A. An eight-inch reinforced Portland cement concrete pavement with integral curbs (Item 451 of the State of Ohio Department of Highways Construction and Material Specifications, the January, 1971, edition);
B. Catch basins and manholes to City standards.
(b) All materials and workmanship shall conform to specifications of the City and the State Department of Highways.
(c) The type of pavement required, based on conditions as hereinabove set out and engineering recommendations, shall be designated by Council after investigation and advice by the City Engineer's office.

Any new street construction, street improvements, or methods or materials for any of such work, where the cost of the entire project is in excess of one thousand dollars ($1,000), shall require the approval of the City Engineer's office before any contracts are advertised for, or entered into, by the City or any of its officers, agents or employees.
