Any user, whether individual person or business entity, may be charged with violation of the provisions of this chapter. Said charge shall be as a misdemeanor and, upon conviction thereof, shall be subject to penalty as provided in section 1-4-1 of this code. (Ord. 90-4, 11-19-1990; amd. 2009 Code)
