The following shall be exempt from the provisions of this subchapter:
(A) A farmer selling in the city produce actually produced by him or her in the county;
(B) All scientific or literary entertainers or lecturers;
(C) All concerts, musicals or other entertainment given exclusively by the citizens of the city; and
(D) All entertainments the proceeds from which are to be devoted to charity or to public uses or improvements.
