(A) No owner shall permit any animal, including fowl, owned, harbored or kept by him or her to be at-large within the city. It is unlawful for any animal to be at-large within the city.
(B) (1) Any animal running at-large in the city may be taken up and impounded at the animal shelter.
(2) The Animal Control Officer may, at his or her discretion, cite the owner of such animal to appear in Municipal Court to answer charges of violation of this chapter.
