A one-time exception to the regulation in § 76.02 of this chapter shall be permitted that shall allow for an additional ten-minute time period of blocking the intersection under the following situations:
(A) Where the train and crew are operating under federal railroad administration rules and are unable to complete a switching maneuver within the allotted ten-minute time period;
(B) Where a train is stopped to allow for the passage of a second train;
(C) Where a train is stopped for a red train light signal; or
(D) When a train is separated and uncoupled to prevent a roadway intersection from being blocked and it takes more than the allotted ten-minute time limit to recouple the train.
