§ 76.02 BLOCKING TRAFFIC AT RAILROAD/ROADWAY INTERSECTIONS.
   As provided pursuant to state statutes, it shall be unlawful for any railroad or a corporation, firm or individual operating as such to block vehicular traffic at any roadway intersection where railroad tracks cross in the corporate limits of the city for a period of time in excess of ten minutes, except where the train is moving at a continuous speed in either a forward or backward direction, or where the train is stopped for an emergency condition, including accident, derailment, critical mechanical failure, track or bridge washout, storm, flood or other such emergency situation.
