§ 53.09 SCOPE AND DURATION OF CONSERVATION MEASURES.
   Water conservation measures shall be applicable to all users of the system, including users located outside the city. Conservation measures shall be in force until they are terminated by the Mayor, Director or City Council. Notice of conservation measures shall be broadly reported to the media and shall, where feasible, be included on customers’ utility bills.
