All meters, hydrants, water lines, sewer lines, and other equipment furnished by the town for the purpose of providing water or sewer service are the property of the town. No person, firm or corporation shall connect to, tamper with, or in any way affect the operation of, a meter, hydrant, water line, sewer line, or other equipment owned by the town without prior written permission from the town. The penalty for violation of any provision is located in § 51.131.
