§ 154.340 REQUIREMENTS.
   (A)   After the building permit has been issued, the contractor must meet with the Beech Mountain Police Chief or his or her designee to discuss the date of delivery into town and all routes to be used to deliver units to the construction site. A written plan, including a mapped out route must be developed during this meeting. A copy of the plan must be submitted to the Town Inspections Office.
   (B)   Foundation must be completed before units are moved into town, and foundation survey submitted to the Building Inspector.
   (C)   Contractor must give three-business days' notice to the Beech Mountain Police Department, Beech Mountain Public Works Department and the Beech Mountain Inspections Department, before bringing any units into town or moving any staged units within the town limits. All three departments must sign a provided information sheet verifying, that department has been notified and approves of the movement date. An emergency telephone number for the building contractor must be provided, (business, home, cell).
   (D)   No modular unit shall be brought into the town during the following time periods:
      (1)   From five days before July 4 and continuing until five days after July 4; and
      (2)   From the Monday before December 25 and continuing until the Friday after January 1. 1
   (E)   Contractor must arrange for a staging area or have adequate off street parking at building site (inspections office must verify parking at building site) for units. If using a staging area, contractor must provide a signed agreement (with that property owner) to the Building Inspections Office.
   (F)   In hardship cases, such as weather conditions or mechanical failure, units may occupy one side of street provided the following requirements are met:
      (1)   Building Inspector approves.
      (2)   Public Works Director approves.
      (3)   Police Department approves.
      (4)   Contractor provides orange traffic cones around units.
      (5)   Contractor maintains a minimum road travel width of 12 feet.
      (6)   Maximum time for one travel lane to be used: three days.
      (7)   After three days civil penalties will be accessed on a per unit, per day basics. 2
   (G)   No street will be allowed to be blocked by units. The only exception will be at the time of setting the units when a crane may need to set-up in the street to set the units.
   (H)   In this case the contractor shall: 3
      (1)   Give a minimum of three-business days' notice to the Police Department, Inspections Office, Public Works Department and all affected occupied properties on that street.
      (2)   Post a sign, three business four days in advance, at the beginning of all affected streets, stating that the street may be closed on the date the units are to be set, sign must meet specifications as attached.
      (3)   Provide a vehicle and driver, to standby on the back side of any blocked dead end street, to shuttle property owners to and from houses as needed.
      (4)   Arrange for proper signage and traffic control (these may be coordinated with the Town Police and Public Works Departments).
   (I)   Personnel with ability to move any equipment (in case of emergencies) shall remain at job site anytime the street is blocked.
   (J)   Town streets may only be blocked between the hours of 9:00 a.m. and 5:00 p.m., Monday though Friday excluding holidays.
   (K)   After units are set, all unit frames and/or transport trailers shall be removed from street right-of-way within one day, afterward civil penalties will be accessed on a per unit, per day basis.
   (L)   The Inspections Office to provide a list of these requirements to contractor for their signature verifying they understand all requirements.
   (M)   If the Town of Beech Mountain incurs any expenses in providing traffic control or proper signage, the contractor shall reimburse the town at an appropriate rate as determined by the Beech Mountain Town Manager.
   (N)   Any trees that are cut down in order to facilitate the placement of a modular home that would not have been permitted to be cut down for traditional construction will be replaced by a 15-foot tree of a species that is indigenous to the area. If there are any questions about the species of tree to be planted, the local Cooperative Extension agent will be contacted and his or her decision shall be final. 4
   (O)   Any civil penalty accessed will be in the amount of $500.
