A quorum shall consist of four members of the Board, and shall be necessary for the transaction of any business. The Board shall not pass upon any questions relating to an appeal from a decision, order, requirement, or determination of the Zoning Administrator, or an application for a variance or Special Use Permit when there are less than four members present. In those cases where the chapter requires a four-fifths favorable vote of the Board, the quorum for the meeting shall be five members.
