(A) Where any provision of the General Statutes or of any ordinance of the town requires that work be done by a licensed specialty contractor of any kind, no permit for the work shall be issued unless it is to be performed by the licensed specialty contractor.
(B) Where detailed plans and specifications are required under this subchapter, no building permit shall be issued unless the plans and specifications have been provided.
