§ 150.042 PERMITS REQUIRED.
   (A)   Approval required. Prior to the issuance of any permit pursuant to this section, Appalachian District Health Department or Avery Health Department approval for use of septic tank is required where a sewage system cannot be connected to the town sewage system.
   (B)   Prohibition. No person shall commence or proceed with:
      (1)   The construction, reconstruction, alteration, repair, movement to another site, removal or demolition of any building or structure;
      (2)   The installation, extension or general repair of any plumbing system, except as provided for in G.S. § 160D-1110(a)(2);
      (3)   The installation, extension, alteration or general repair of any heating or cooling equipment system; or
      (4)   The installation, extension, alteration or general repair of any electrical wiring, devices, appliances or equipment, except as provided for in G.S. § 160D-1110(a)(4), without first securing from the Town Department of Inspections any and all permits required by the State Building Codes and any other state and local laws applicable to the work and without complying with G.S. § 160D-1110.
   (C)   Building permit.
      (1)   No permit shall be required for any construction, installation, repair, replacement or alteration performed in accordance with the current edition of the North Carolina State Building Codes costing $15,000 or less in any single-family residential structure unless the work involves any of the following:
         (a)   The addition, repair or replacement of load bearing structure;
         (b)   The addition (excluding replacement of same size and capacity) or change in the design of plumbing;
         (c)   The addition, replacement or change in the design of heating, air conditioning or electrical wiring, devices, appliances or equipment;
         (d)   The use of materials not permitted by the North Carolina State Building Code: Residential Code; or
         (e)   The addition (excluding replacement of like grade of fire resistance) of roofing as provided in G.S. § 160D-1110.
      (2)   In all cases of removal or demolition of a building or structure, a good and sufficient bond in the sum of $500 shall be posted by the property owner or by his or her contractor at the time of application for a permit, to insure complete removal or demolition, including all rubble and debris. Failure on the part of the property owner or his or her contractor completely to demolish, remove and clear the premises, after 30-days’ notice by the Department of Inspections, shall be cause for forfeiture of the bond.
   (D)   Plumbing permit. No person shall commence or proceed with the installation, extension or general repair of any plumbing system without first securing a written permit therefor from the Department of Inspections; provided, however, no permit shall be required for minor repairs or replacements on the house side of a trap to an installed system of plumbing if the repairs or replacements do not disrupt the original water supply or the waste or ventilating systems.
   (E)   Electrical permit. No person shall commence or proceed with the installation, extension, alteration or general repair of any electrical wiring, devices, appliances or equipment without first securing a written permit therefor from the Department of Inspections; provided, however, no permit shall be required for minor repair work, such as the connection of portable devices to suitable receptacles which have been permanently installed; provided, further, no permit shall be required for the installation, alteration or repair of the electrical wiring, devices, appliances and equipment installed by or for an electrical public utility corporation for the use of the corporation in the generation, transmission, distribution or metering of electrical energy, or for the use of the corporation in the operation of signals or the transmission of intelligence.
   (F)   Heating and air conditioning permit. No person shall commence or proceed with the installation, extension, alteration or general repairs without a permit from the Department of Inspections; provided, however, no permit shall be required for minor repairs or minor burner services.
