§ 96.01 STATEMENT OF POLICY.
   Abandoned and junked motor vehicles constitute a hazard to the health and welfare of the people of the town in that those vehicles can harbor noxious diseases, furnish shelter and breeding places for vermin, and present physical dangers to the safety and well-being of children and other citizens. In many circumstances, abandoned and junked motor vehicles also detract from community, neighborhood, or area appearance and may negatively impact tourism and economic development, property values, and the character of the town. The town is a mountain community whose character and economy is based, in part, upon the natural beauty of the area and its unique aesthetic appearance. It is, therefore, in the public interest that the present accumulation of abandoned and junked motor vehicles be eliminated and that future abandonment of vehicles be prevented.
