(A) The Parks and Recreation Committee is established as an advisory board to the Town Council for all town recreational activities. The Committee shall have seven members appointed by the Town Council. The members shall each serve a term of three years. When first appointed members to the Recreation Committee, the Council shall appoint four members to a three-year term and three members to a two-year term. At the conclusion of the initial terms, the Council shall appoint all new members to a three-year term. The members of the Committee shall select a Chairperson and Vice-Chairperson who shall vote on all matters before the Committee. Four members shall constitute a quorum and a majority of those present (representing an quorum) will be required to pass any motion.
(B) The members of the Parks and Recreation Committee shall be paid $15 per month for meeting attendance, regardless of the number of meetings attended; no money will be paid if no meetings were attended, payment will be on a quarterly basis. The compensation may be changed by the Town Council at any time.
(C) Members of the Parks and Recreation Committee may attend up to one-half of the regular Committee meetings per calendar year by telephonic or video-telephonic attendance. Town staff and the telephonically attending member shall work to insure that all parties are able to hear and communicate with each other as part of this process. The member attending telephonically shall give notice to the Parks and Recreation Committee Secretary not less than 24 hours prior to the meeting. For purposes of attaining a quorum, the telephonically attending member shall not be considered to be present for the meeting. The telephonically attending member may participate fully in the conduct of the meeting, including voting upon all matters before the Committee. Minutes of the meeting at which remote participation occurs should reflect which members are physically present and which are not.
