(A) The Greenscape Commission shall consist of five members, citizens and residents of the city, one appointed by the Common Council, one appointed by the Board of Parks and Recreation, and three appointed by the Mayor, with the terms expiring as follows:
(1) The three appointments of the Mayor shall expire on December 31, 2008, December 31, 2011, and December 31, 2011, respectively, and every four years thereafter;
(2) The appointment by the Board of Parks and Recreation shall expire on December 31, 2009 and every four years thereafter; and
(3) The appointment of the Common Council shall expire on December 31, 2010, and every four years thereafter.
(B) The appointees serve at the pleasure of the appointing authority, and any vacancies are filled by the appointing authority for the remainder of the applicable term.
