§ 35.014 POWERS AND DUTIES.
   (A)   The Board of Parks and Recreation shall have the general power to perform all acts necessary to acquire and develop sites and facilities and to conduct such programs as are generally understood to be park and recreation functions. In addition to all other powers necessary to achieve the general objectives of the Board, the Board shall have, for park and recreation purposes, all the powers and duties listed in IC 36-10-3-10 and 36-10-3-11.
   (B)   The Board may create an advisory council and special committees composed of citizens interested in the problem of parks and recreation in accordance with IC 36-10-3-17.
   (C)   The Clerk-Treasurer establishes a “non-reverting fund” for capital improvements pursuant to the Department of Parks and Recreation.
   (D)   Revenues generated from the telephone tower located at Hartman Field shall be deposited into the Department of Parks and Recreation “non-reverting fund” and shall be used for capital improvements only.
