All existing parking meters presently installed on the parking lots described in this chapter shall forthwith be removed therefrom. No parking meter fee, license fee, or other charge shall be imposed or collected for the use of the parking lots within the time limit provided by § 74.065 in this chapter. These parking lots shall be controlled by the Police Department.
