§ 51.093 INSPECTION AND SAMPLING.
   (A)   The Board of Public Works and Safety, any duly- authorized and properly-identified representative of the Board, or any properly-authorized and identified representative of any local, state, or federal regulatory agency may inspect the facilities of any user to ascertain whether the purposes of this chapter are being met and all requirements are being complied with. Persons or occupants of premises where wastewater is created and discharged shall allow the Board or its representatives, or any local, state, or federal representatives ready access at all reasonable times to all parts of the premises for the purposes of inspection or sampling or in performance of any of their duties.
   (B)   The Board, or local, state, or federal representatives shall have the right to set up on the user's property any devices necessary to conduct sampling or metering operations. Where a user has security measured in force which would require proper identification and clearance before entry into the premises, the user will make necessary arrangements with their security guards so that upon presentation of suitable identification, personnel from the Board, or appropriate local, state, or federal representatives will be permitted to enter without delay for the purpose of performing their specific responsibilities.
