Grease, oil, or sand interceptors shall be provided at all restaurants and at all industrial or commercial enterprises when, in the opinion of the city, they are necessary to contain grease, flammable wastes, or sand and other harmful inert materials. All interceptors shall be approved by the city and shall be readily and easily accessible for cleaning and inspection.
