§ 51.069 LIMITATIONS ON WASTEWATER STRENGTH.
   All constituents and characteristics which singly or in combination may damage structures or interfere with treatment processes include, but are not limited to, the following constituents and characteristics, with maximum concentrations as shown below.
   (A)   No person shall discharge any wastewater with any of the following characteristics.
      (1)   A BOD5 concentration in excess of 250 mg/l (milligrams per liter), except in the case of a major contributor.
      (2)   A suspended solids concentration in excess of 250 mg/l.
      (3)   A temperature higher than 150°F (65.5°C).
      (4)   A pH lower than 6.0 or higher than 9.0.
      (5)   Any liquid or vapor having a temperature higher than 150°F or with a temperature which will inhibit biological activity in the wastewater treatment plant resulting in interference; but in no case shall wastewater be discharged which will cause the raw wastewater in the influent to the wastewater treatment plant to exceed 104°F(40°C).
   (B)   No person shall discharge any wastewater containing concentrations in excess of the following.
      (1)   0.2 mg/l cadmium.
      (2)   2.0 mg/l copper.
      (3)   1.0 mg/l cyanides.
      (4)   2.0 mg/l lead.
      (5)   1.0 mg/l mercury.
      (6)   2.0 mg/l nickel.
      (7)   2.0 mg/l silver.
      (8)   2.0 mg/l total chromium.
      (9)   4.0 mg/l zinc.
      (10)   200 mg/l total oil and grease, animal or vegetable origin.
      (11)   100 mg/l oil and grease, mineral or petroleum origin.
      (12)   1.0 mg/l total phenolic compounds.
      (13)   0.02 mg/l total identifiable chlorinated hydrocarbons, except polychlorinated biphenyls (PCB), which cannot be removed by the Board of Public Works and Safety's wastewater treatment process.
      (14)   0.2 mg/l arsenic.
      (15)   0.004 mg/l polychlorinated biphenyls (PCB).
   (C)   All limits of concentrations regarding toxic or potentially toxic or harmful materials such as, but not limited to heavy metals and other like substances shall be established by the Board of Public Works and Safety. The criteria establishing these limitations shall be the effects upon the collection and treatment systems, maximum allowable treatment plant effluent concentrations, and any existing local, state, or federal limitations or regulations. In the case where more than one permittee is discharging the same type of toxic or harmful waste, or potentially toxic or harmful waste, and the collection discharge produces a level of concentration beyond acceptable limits, the Board will allocate individual limits of concentration to each contributor.
   (D)   No person shall discharge any wastewater which will cause the city to violate any conditions of its NPDES permit.
