Waste from garbage grinders shall not be discharged into a community sewer, except as set forth below.
(A) Wastes generated in the preparation of food normally consumed on the premises. These wastes shall not constitute a disproportionate use of the Board of Public Works and Safety's facilities or cause excessive Board collection, treatment, or disposal cost.
(B) The grinders must shred the waste to a degree that all particles will be carried freely under normal flow conditions prevailing in the community sewer. Garbage grinders shall not be used for grinding plastic, paper products, inert materials, or garden refuse.
