Special agreements and arrangements between the city and any person within the county may be established by the Board of Public Works and Safety within the terms and intent of this chapter when, in the opinion of the Board, unusual or extraordinary circumstances compel special terms and conditions whereby an unusual wastewater may be accepted for treatment subject to the payment of applicable fees.
