(A) The owner of all residential, commercial, and industrial or other buildings or property used for human occupancy, employment, or recreation situated within the city is hereby required to install suitable toilet facilities therein and to connect the facilities to a public sewer or an approved private sewer facility.
(B) Required connections shall be made to the community sewer, except in the following cases.
(1) Where the community sewer is more than 400 feet away from the property, and the Board of Public Works and Safety has deemed that no connection can be made to a community sewer.
(2) The Board has agreed in written form to allow the person to dispose of wastewater in a manner satisfactory to the Board, and which satisfies all the regulatory agency's requirements.
