§ 51.023 METERING OF SEWAGE.
   (A)   Waste constituents and characteristics shall be measured by “Standard Methods,” as defined in § 51.002, unless a mutually-agreed upon and acceptable alternative method is adopted, or in some other method established by state or federal regulatory agencies. Monitoring and metering will be carried out by customarily-accepted methods.

   (B)   The city may require a user to install and maintain at his own expense an approved device to measure directly the volumes of wastes discharged to the sewerage system if these volumes cannot otherwise be determined from the metered-water consumption records.
