§ 51.003 ENFORCEMENT.
   (A)   The Common Council shall, in accordance with the state law, make and enforce whatever bylaws, rules, and regulations it may deem necessary for the safe, economical, and efficient management of the city sewage works; for the regulation, collection, and refunding of the user charges for sewerage service; and, in general, for the implementation of this chapter.

   (B)   The Board of Public Works and Safety may adopt and enforce any reasonable regulations not in conflict herewith as may be deemed necessary for the safe, economical, and efficient management of the city's sewerage system and for the construction and use of building or house lateral sewers and connections to the sewerage system. These regulations may include limitations of or the prohibition of the introduction of storm water, surface water, and ground water into the sewerage system.
