§ 51.001 PURPOSE.
   (A)   This chapter sets uniform requirements for discharges into the wastewater collection and treatment system and enables the agency to comply with the administrative provisions set forth in the current National Pollutant Discharge Elimination System (NPDES) permit, those provisions as set forth under Public Law 92-500, the Federal Water Pollution Control Act Amendments of 1972 (FWPCAA), all national standards of performance, toxic and pretreatment effluent standards, and any and all other discharge criteria required or authorized by federal, state, or local laws and regulations; and to serve the maximum public benefit by regulating the quality and quantity of wastewater discharged into those systems.
   (B)   This chapter also provides for the issuance of permits to certain users. Revenues derived from the application of this chapter shall be used to defray the cost of operating and maintaining an adequate wastewater collection and treatment system, and to provide sufficient funds for capital outlay, bond service costs, capital improvements, and depreciation.
