155.07 EXPLANATION BY DEPARTMENT HEADS.

The Mayor, Council Finance Committee and/or Council shall have the right and privilege of asking any department head to appear personally before each respectively and to explain and discuss the budget requests he has submitted. Such department head shall be obligated to respond.
