111.11 ORDER OF BUSINESS.
   (a)   All meetings of Council shall be open to the public, unless an executive session is called for the purposes and under the procedure set forth in Section 107.02 hereof. As promptly as practicable at the hour set by law on the day of each regular meeting, the Mayor, the members of Council, the Clerk of Council and the Director of Law shall take their regular stations at the Council table and the business of Council shall be taken up for consideration and disposition in the following order:
      1.    Roll call.
      2.   Consideration of minutes of previous meetings not yet approved.
      3.   Consent agenda.
      4.   Consideration of petitions, remonstrances, communications and proposed legislation and referral of the same to committee or to Council for immediate action.
      5.    Consideration of ordinances and resolutions.
      6.    Reports of officers, boards, commissions and committees.
      7.    Unfinished business.
      8.    New business.
      9.   Miscellaneous matters.
      10.   Introduction of citizens or delegations wishing to appear before Council in compliance with Section 111.14.
      11.    Adjournment.
