111.14 ADDRESSING COUNCIL.
Persons desiring to address Council may do so in the following manner:
(a) Written Communications. Interested parties or their authorized representatives may address Council by written communications on any matter of City business by delivering such communications to the Clerk of Council.
(b) Oral Communications. Any person or his or her authorized representative may address Council on any matter of City business at the proper time provided in the agenda by rising and securing permission of the presiding officer. Such person shall state his or her name and address and the name and address of the person or group he or she may represent, if other than himself or herself, in an audible tone of voice for the records and, unless further time is granted by the presiding officer or Council, shall limit his or her address to three minutes per subject, up to two subjects. All remarks shall be addressed to the presiding officer and not to any particular member of Council. No person other than Council and the person having the floor shall be permitted to enter into any discussion either directly or through a member of Council without the permission of the presiding officer. The presiding officer may solicit advice and remarks from the Director of Law or his or her representative or other Department or Division Heads or their representatives in attendance.
