SECTION 12.02.03. IF COUNCIL FAILS TO ACT.

   If the Council fails to repeal such ordinance or resolution, the Petitioners' Committee may require that said request be submitted to a vote of the electors by filing with the Clerk of Council a demand in writing within twenty (20) days after final action of Council on said request. Said demand may fix the date of the election, not less than ninety (90) days from the filing of said demand. The Council shall thereupon provide for the submitting of such request for repeal to the vote of the electors at the date so fixed, or at the next general election occurring more than ninety (90) days from the filing of such demand, if no date be so fixed therein.
