954.05 SCHEDULE OF FEES FOR USE AND RENTAL OF THE MUNICIPAL BUILDING.
   The following schedule of fees is hereby established for the use and rental of the Municipal Building or portions thereof:
   (a)   For use by a resident of the Municipality, non-resident, business, or an organization:

There will be a twenty percent (20%) surcharge for non-residents on the total rental fee.
   (b)   There shall be no charge for recognized community or civic groups conducting organizational activities.
   (c)   For private parties, other than community or civic group activities, the renter shall pay the rates indicated in subsection (a) hereof plus the cost of any required security as set forth in Section 954.07(f) and (g).
   (d)   There shall be a charge of $60.00 per hour to hold a repast at the Municipal Building which will include use of the kitchen and ice. The rate established in this subsection shall apply only to repast gatherings for decedents who were residents of the City of Bedford Heights immediately prior to his/her death and/or non-resident decedents whose mother, father, son, daughter, brother or sister reside in the City of Bedford Heights at the time of the nonresident decedent’s death.
   (e)   In any case in which the Mayor, in his or her discretion, may determine that the payment of the above schedule of fees for an organization or resident would work a hardship upon such organization or resident, and that it would not be to the detriment of the community to permit the use of the Municipal Building without the payment of the fee, the Mayor may waive, in writing, the payment of the fees established herein or any portion thereof.
   (f)   The applicant who signs the rental contract will be sent an itemized statement and be billed for any damages and for required cleaning charges (including the removal of any decorations) as a result of the use of the facilities. If payment is not made for such damages or cleanup, future bookings will be denied to the applicant.
   (g)   The City, through the Office of the Mayor, reserves the right to deny permits for use of the facilities for any activity considered unlawful or improper.
   (h)   Applicants must pay rental fee in full within thirty (30) days of the date the contract is signed. In addition, a refundable deposit fee as indicated in subsection (a) must be paid when the contract is signed. If the contract is signed less than thirty (30) days from the rental, full payment of the rental fees and deposit shall be due at the time the contract is signed.

   (i)   There shall be a charge of twenty dollars ($20.00) for any check returned to the City for insufficient funds, closed account or stopped payment. In the event prompt payment is not made for such returned check, future bookings shall be denied to the applicant issuing such check.
   (j)   If kitchen is cleaned and no damages are incurred, the deposit shall be refunded (provided all party room rules and regulations and contract requirements are met).
   (k)   All Saturday and Sunday parties that are canceled and not rebooked shall be subject to a total loss of the deposit therefor. The room must be booked in order for the return of the room rental fee. The initial deposit shall be lost.
   (l)   The applicant who signs the rental contract shall remain on the premises the entire time the party or activity is being held. He or she shall be required to sign in and out at the start and conclusion of the party or activity. Failure to do so will result in the loss of the deposit. All necessary paperwork shall be in the name of the resident, non-resident, business, or organization. All payments must be made by check, money order, credit card, or cash. Room rental deposits made by credit card will be credited back to applicant’s original credit card. (Ord. 2012-020. Passed 2-21-12.)
