   111.15 VOTING.
   (a)   All action by Council shall be by roll call vote with each Council member voting either “Yea” or “Nay”. Most actions by Council shall be by ordinance or resolution. Action on appointments by Council or confirmation of appointments by the Mayor shall be by Resolution approved by the majority of members elected to Council. Action by Council, not required by law to be by ordinance or resolution, may be taken by motion approved by at least a majority of the members present at the meeting when the action is taken.    (b)   If a Council member shall pass or refuse to vote yea or nay during a vote on any question when the Council member’s name is called by the Clerk of Council, the Clerk of Council shall continue the roll call and after the conclusion of the initial roll call shall again call upon such Council member for a vote. Unless the provisions of Section 111.151 apply, the Council member shall at that time vote “Yea” or “Nay”. (Ord. 2008-230. Passed 12-16-08.)
   (c)   A Council member may not abstain from voting but may vote “Yea” or “Nay” “with comment.” In such case, he or she will be called upon for his or her comment by the Chair at the conclusion of the voting and his or her comment shall be entered into the minutes.

   111.151 ABSTENTION.
   A Council member may address and inform the Chair that he or she is removing himself or herself from the Council table at the beginning of discussion or a vote on any question for reason of conflict of interest.
   A Council member shall remove himself or herself from the Council table and shall neither discuss nor vote on any question in which he or she has a direct personal or pecuniary interest or other conflict of interest or where otherwise required by law or ordinance.

   111.16 DECORUM.
   (a)   Council Members. While Council is in session, the members must preserve order and decorum and a member shall neither, by conversation or otherwise, delay or interrupt the proceeding or the peace and dignity of Council nor disturb any member while speaking nor refuse to obey the orders of the presiding officer or Council, except as otherwise herein provided.
   (b)   Other Persons. Any person, while addressing Council, who shall make personal, Impertinent or slanderous remarks or who shall become boisterous shall be ordered ejected from the Council Chambers forthwith by the presiding officer and barred from further audience before Council unless permission to continue is granted by a majority vote of Council.
