132.02 COMPOSITION OF DEPARTMENT; DUTIES, RESPONSIBILITIES AND QUALIFICATIONS; REQUIRED EXPERIENCE, CERTIFICATIONS AND LICENSES.
(a) Besides the Director of Water Reclamation, the Department of Water Reclamation shall consist of the following personnel, all of whom shall receive such compensation as Council may from time to time provide and be in the civil service of the City (with the exception of Student Help);
(1) Chief Plant Operator (one);
(2) Lead Maintenance Person (one);
(3) Mechanical Maintenance Person (two);
(4) Electrical/Mechanical Maintenance Person (two);
(5) Laboratory Manager/Pretreatment Coordinator (one);
(6) Laboratory Technician (one);
(7) Plant Operations Person (includes any combination of Plant Operators and Plant Attendants, and a maximum of five Lead Shift Operators) (not to exceed ten persons at any one time);
(8) Collection System Person (includes any combination of Sewer Crew Equipment Operator , Sewer Crew Attendant and/or Sewer Crew Laborer) (not to exceed four persons at any one time);
(9) Student part-time (not to exceed 15 at any one time with the Department of Public Service or the Department of Water Reclamation, as assigned by the Director of Public Service and the Director of Water Reclamation not to exceed 35 hours per week.) In accordance with Section 157.29, students hired must be residents of the City of Bedford Heights.
(b) The duties and responsibilities of the personnel in the Department of Water Reclamation shall be as are set forth in the City’s Employee Job Descriptions and as the same are hereafter amended and approved by the Mayor and the Director of Water Reclamation. Such employees (with the exception of student help) shall be at least eighteen (18) years of age and a high school graduate or possess equivalent experience and/or relevant education. Those employees not covered by a collective bargaining agreement shall receive such benefits as indicated under Chapter 157, Employees Generally. (Ord. 2005-076. Passed 5-3-05.)
(c) The required experience, certifications or licenses for personnel in the Department of Water Reclamation are as follows:
Director of Water Reclamation - Ohio Class IV Certification in Wastewater; Chief Plant Operator (Supervisor) - Ohio Class III Certification in Wastewater;
Laboratory Manager/Pretreatment Coordinator - Ohio Class III Certification in Wastewater and Ohio Class III or IV Lab Analyst Certification or a 4-year Chemistry Degree or equivalent experience and/or relevant education;
Laboratory Technician - minimum of Ohio Class I Operator’s Certification in Wastewater and Lab Analyst Certification or a 4-year Chemistry Degree or equivalent experience and/or relevant education;
Lead Shift Operator - minimum of Ohio Class I Operator’s Certification in Wastewater and equivalent or superior certification to shift partner Plant Operator - Shift partner Plant Operator shall obtain an Ohio Class I Certification in Wastewater within two (2) years of date of hire;
Sewer Collection System Equipment Operator - Ohio Class I or II Collection System Certification or minimum of Ohio Class I Certification in Wastewater provided that for any direct hire to the Collection System position an employee must obtain a Class I Collection System Certification from the State of Ohio within two years from the date of hire for continued employment.
The following are required to possess a CDL (Commercial Driver’s License with a Class B - Tanker Endorsement):
Chief Plant Operator, Lead Maintenance Person, Mechanical Maintenance Person, Electrical Mechanical Maintenance Person, Sewer Collection System Equipment Operator, and Sewer Collection System Attendant.
