It is hereby determined and declared that the entire corporate limits of the borough is a deteriorated area as defined in Act 76 and, for the purposes thereof, there is hereby exempt from real property taxation the assessed value of improvements to deteriorated properties in the amounts and in accordance with the provisions and limitations hereinafter set forth within the boundaries of the borough in accordance with the Act.
