In the C-1 Commercial District, the following regulations shall apply.
(A) Uses permitted.
(1) All uses permitted in any Residential District; provided a residential use shall be permitted only when accessory and incidental to one or more of the following permitted uses;
(2) Amusement enterprises including theaters, billiard or pool parlors, bowling alleys, skating rinks, or similar uses or places of assembly;
(3) Department stores;
(4) Garages for the storage and repair of motor vehicles, but not automobile body shops;
(5) Medical and dental clinics and laboratories;
(6) Florists or nurseries; provided that all incidental equipment and supplies including fertilizers and empty cans are kept within the building;
(7) Stores for the retailing of food, drugs, confectionery, hardware, bakery products, clothing, household appliances, flowers, or house plants;
(8) Personal service shops, including barbers, beauty parlors, tailors, shoe repair, and dry cleaning;
(9) Banks, business and professional offices;
(10) Railway or bus passenger stations, telegraph offices, and express offices;
(11) Electric and telephone public utility transmission and distribution facilities, including substations, water pumping stations, and reservoirs;
(12) Mortuary and undertaking establishments;
(13) Municipal buildings or uses;
(14) Restaurants, tea rooms, cafés, and other places serving food or beverages;
(15) Private schools conducted for gain or profit;
(16) Signs, when erected and maintained in accordance with the provisions of § 154.031 appearing herein entitled “Signs;”
(17) Other uses similar to those enumerated above;
(18) Hotels, motels, or residential hotels;
(19) Accessory buildings and uses customarily incidental to the above uses;
(20) Multi-family housing for the elderly and physically handicapped persons;
(21) Wastewater transmission facilities;
(22) Printing and newspaper publishing;
(23) Animal hospitals and pet stores; and
(24) The above specified stores, shops, and businesses shall be retail establishments exclusively and shall be permitted only under the following conditions:
(a) Such uses, operations, or products shall not be objectionable due to odor, dust, smoke, noise, vibration, or other causes; and
(b) There shall be no manufacture, compounding, processing, or treatment of products other than that which is clearly incidental and essential to a retail store or business and when all such products are sold at retail on the premises.
(B) Height regulations. A building or structure or any enlargement thereof may be erected and maintained to a height at the street line of no more than eight stories or 100 feet. This height may be exceeded by four feet for each one foot by which the building is set back from the street line, provided that the cubical content of such building shall not exceed that of a prism having a base equal to the lot and a height of 100 feet.
(C) Yard regulations.
(1) Yards are not required for commercial buildings, but if a yard is provided it shall be not less than three feet in width.
(2) In the case of residential uses, all regulations for the closest adjoining Residential District as to yards shall apply.
