§ 31.40 POLICE DEPARTMENT ESTABLISHED.
   A Police Department is hereby established in and for the borough. The Chief of Police shall be the chief executive of the Police Department. He or she shall, under the direction of the Mayor, be in charge of the police force and its members in the exercise of their powers, duties, and authority. The Police Department now in service in the borough shall constitute the Police Department hereby established.
